The Department of Defense awarded Lockheed Martin (NYSE: LMT ) a $104.7 million defense contract Monday -- but semiconductor maker Xilinx (NASDAQ: XLNX ) could be the real winner in this contract.
According to a DoD summary of contracts issued Monday, Lockheed won the firm-fixed-price contract to procure and deliver 83,169 Xilinx field programmable gate arrays (FPGAs) needed for the manufacture of several "lots" of Lockheed's F-35 Lightning II fighter jet. Specifically, Lockheed needs the devices for "low rate initial production Lot VII" all the way through "full rate production Lot III" of the Joint Strike Fighter.
Thus, it seems likely that much, if not all, of the revenue awarded to Lockheed via this contract will actually go to Xilinx, as it builds the chips needed to build Lockheed's birds.
Once manufactured, the planes in question will be destined for use by the U.S. Air Force, Marine Corps, and Navy, as well as for the militaries of Australia, Denmark, Italy, the Netherlands, Norway, Turkey, and the U.K.

ARM Holdings PLC (NASDAQ: ARMH) makes the top four, and it looks to have a strong finish to this year. Apple’s move to 64-bit technology has “raised the stakes” in the high-end smartphone and tablet markets, “and we believe other prominent ARM licensees will be forced to follow,” says a Sept. 19 report by Canaccord Genuity. The standard smartphone processor is the 32-bit variety. Sixty-four-bit chips are faster and more powerful. This totally revs up the performance of the new phones, and ARM is getting rave reviews for its products. The Thomson/First Call price target for the stock is posted at $50. Investors are paid a very small 0.3% dividend. The stock closed Monday at $47.95.

Background on Samsung and ARM
While Qualcomm's chips feature all-Qualcomm IP from the applications processor to the graphics, Samsung's Exynos chips have largely consisted of off-the-shelf ARM (NASDAQ: ARMH ) Cortex A-series CPUs with either ARM Mali GPUs or Imagination's PowerVR. Naturally, while off-the-shelf IP aimed at multiple different markets isn't quite going to be as optimal as custom-tailored IP, the IP that is available is, for the most part, quite good. Further, there's no reason that Samsung can't/won't develop its own custom IP if it needs something more fine-tuned for its need.

Susquehanna reported on Tuesday that it has raised its rating on Broadcom Corporation (BRCM).
The firm has upgraded BRCM from “Neutral” to “Positive,” and has lifted the company’s price target from $33 to $35. This price target suggests a 23% upside from the stock’s current price of $26.91.
Analyst Chris Caso commented: “Our downgrade of BRCM in May was predicated on already high Street expectations on handsets and no notable improvement in networking to drive upside. We think expectations and the stock price have now been sufficiently reset ahead of what we expect to be catalysts in 2014 ��including the iPhone 6 product cycle, potential improvement in networking and the impact from the recent Renesas acquisition. In addition, after several years of overspending on their handset initiatives, we think we are now closer to the point where the company either captures a return on that investment or is forced to moderate spending ��either of which benefit profitability. We see the upcoming December analyst meeting as a potential intermediate catalyst.”
Broadcom shares were up 38 cents, or 1.41%, during pre-market trading Tuesday. The stock is down 19% YTD.

Moreover, other competitors aren't standing still, either. Broadcom (NASDAQ: BRCM ) recently came out with a discrete LTE chip that it claims is smaller than any other on the market. That will give device makers the choice of whether they prefer integrated or discrete LTE functionality, and Broadcom's hoping to keep a share of the market even in the face of NVIDIA's advances.

Net profit doubled, and then some, for Broadcom (NASDAQ: BRCM ) in its first fiscal quarter. The just-released earnings report showed that revenue came in at $1.95 billion, up from the $1.77 billion in the same period the previous year. Net profit zoomed ahead to $191 million ($0.33 per diluted share) from Q1 2012's $88 million ($0.15).
