The Company�� Wireless All Around message developed during 2010 is a combination of wireless and IP products. The version of CDMA technology, known as 1X EV-DO Revision A, enables operators to offer two-way, real-time, high-speed data applications, such as VoIP, mobile video, push-to-talk and push-to-multimedia. The introduction of High Speed Packet Access (HSPA) and HSPA+ (the latest evolutions of W-CDMA technology) on networks and devices has led to increases in data speeds available to broadband devices. The Company develops mobile radio products for the second generation (2G) Global System for Mobile communications (GS! M) standa! rd, including General Packet Radio Service / Enhanced Data Rates for GSM Evolution (GPRS/EDGE) technology upgrades to that standard.

LTE offers service providers a compelling evolution path from all existing networks (GSM, W-CDMA, CDMA or WiMAX) by simplifying the radio access network and converging on a common IP base. RFS designs and sells cable, antenna, tower systems and their related electronic components, providing an end-to-end suite of radio frequency products. RFS serves original equipment manufacturers (OEMs), distributors, system integrators, network operators and installers in the broadcast, wireless communications, microwave and defense sectors. Specific applications for RFS products include cellular sites, in-tunnel and in-building radio coverage, microwave links, television and radio.     Cisco Systems Inc. (NASDAQ: CSCO) opened slightly lower this morning, and aside from a brief burst above its flat line, trailed further down throughout the day. Shares traded about 10% above the stock�� average daily volume of 44 million. Just more fallout from yesterday�� announced cuts to its long-term earnings and revenue targets. Shares closed down 1.32% at $20.24 in a 52-week range of $19.31 to $26.49.

Maximizing 529 College Savings Plan Tax Breaks

Almost a third of contributions to 529 college savings plans are made in the fourth quarter, but there are good reasons to contribute in the beginning of the New Year. The earlier you get the money in, the longer it has to grow tax-free. Also, some states will let you take a 2013 state tax deduction for contributions made up until April 15, 2014. And tax season—when you're preparing your taxes–is a good time to look at how 529 plans fit into your overall tax planning strategy.

Tax savings is one of the main drivers of 529 plan growth. You can get a triple, or even quadruple, tax break. The money you contribute grows federal and state tax-free and comes out federal and state tax-free if used to pay college expenses. By contributing to a plan you get money out of your estate, potentially saving on state and federal estate taxes.  And depending where you live and which plan you pick, state tax breaks are available.

Stretching out tax-deferral. While the minimum contribution to open an account is typically $250, many high-net-worth families stash away tens of thousands of dollars. Grandparents who are forced to take required minimum distributions from retirement accounts but don't need the money to live on move the money from one tax-deferred account to another by setting up plans for their grandkids, says Kevin Farrell, divisional manager for RIA sales at SSgA (the investment manager for Nevada's 529 plan).

Side-stepping estate tax levies. Another strategy Farrell sees advisors implementing on behalf of wealthy grandparents and parents is accelerated gifting.  You can give five years worth of $14,000 annual exclusion gifts at once—that's the amount the Internal Revenue Service allows as a tax-free gift from one individual to another. So grandma and grandpa could fund an account for a grandchild with $140,000 (multiply that times the number of your grandchildren), and it's out of their estate. A bonus: "You still have control over the assets until they're distributed," Farrell says.

The state tax breaks keep getting better. In 33 states and Washington, D.C. you can get a tax break for contributions to 529 plans, usually a state income tax deduction. North Carolina eliminated its deduction as part of a tax reform package last year. But the trend is still for states to make their deductions more generous, say Joseph Hurley, founder of Savingforcollege.com, which has state-by-state details here.

Arizona made its deduction permanent in 2012 and in 2013 increased it from $750 to $2,000 a year for individual tax filers and from $1,500 to $4,000 a year for joint filers. Nebraska increased its deduction from $5,000 to $10,000 for single filers and married couples filing jointly and from $2,500 to $5,000 for a married individual filing separately, beginning in 2014. Ohio and Wisconsin are considering improvements to their deductions, Hurley says.

Get a deduction for contributing to an out-of-state plan. Six states (Arizona, Kansas, Maine, Missouri, Montana and Pennsylvania) let you take a deduction for contributions to other states' plans. That's important because although your state's direct-sold plan might be the best, it pays to shop around on fees (look at the total for administrative fees and investment fees) and investment choices. Farrell says Nevada's plan is unusual in that it's an institutionally-managed portfolio of exchange-traded funds, which keeps the costs down. Basing your decision just on the tax breaks can be a mistake.

Timing your contribution and deduction. Most states match the tax year you get to take the deduction with the year you make the contribution. So if you make a contribution in 2014, you'll get the break on your 2014 taxes when you file in the spring of 2015. But a few states have an April 15 deadline—so there's still time in 2014 before you file your 2013 tax return to make a contribution and get a 2013 deduction. The April 15 deadline states are Georgia, Mississippi, Oklahoma, Oregon and South Carolina.

E-gifting.

E-gifting programs make funneling gifts from family and friends easier. TIAA-CREF launched e-gifting in California and Connecticut in 2012 and now offers it in all 11 states where it administers plans. Once you have an account, you can email your daughter's aunt a link where she can enter her banking information and make a direct contribution to the account. There is no administrative fee for the TIAA-CREF e-gifting service (watch out for fees at some third party 529 gift conduit services). Note: If Aunt Sally makes the contribution directly to the 529 account, she gets the potential tax break, allowing her to essentially give more.

Why You Should Be Wary of Small-Cap Stocks

Stocks of small companies have defied gravity for years now. From the bottom of the bear market on March 9, 2009, through February 14, the Russell 2000 index of small-capitalization stocks has returned an annualized 29.5%, trouncing the large-company-oriented Standard & Poor's 500-stock index by an average of 4.4 percentage points per year.

What's more, the Russell 2000 has beaten the S&P 500 every year since 1999, except for 2005, 2007 and 2011. Over that stretch it has returned an annualized 8.2%, compared with 4.7% for the S&P. That's the longest run of market-beating returns for small caps ever—far eclipsing the old record set from 1973 to 1983.

But that huge outperformance has made small caps "extremely overvalued" in the view of Steven DeSanctis, small-cap strategist at Bank of America Merrill Lynch. "This is the upper bound of absolute valuation," he says.(Biotech looks even more problematic; more on that in a minute.)

Small caps are about as expensive as they've ever been. Their price-earnings ratio—based on operating earnings over the past 12 months—is 23% greater than the P/E of the 300 largest U.S. companies, reports the Leuthold Group, a Minneapolis-based investment research firm. That premium is the second-highest since Leuthold began tracking the measure in 1983. (It was slightly higher in 2011).

Just look at the numbers. The 300 largest companies trade at a bit less than 16 times estimated 2014 earnings. In contrast, small caps--which Leuthold defines as stocks with a market value (share price times number of shares outstanding) of less than $3.3 billion-- trade at an average price-earnings ratio of just under 20.

What could spark a selloff? DeSanctis voices several concerns aside from valuation. First, the small-cap earnings reports in the fourth quarter were "sloppy," he says. Year-over-year earnings growth has been a robust 12%, but more companies than usual have reported earnings below analysts' estimates.

Second, he thinks the Federal Reserve's tapering of its bond purchases will lead to greater volatility in the stock market. "The pickup in volatility is bad for small caps," he says.

Third, DeSanctis says, analysts are wildly over-optimistic about earnings for the coming 12 months. On average, analysts predict that small-cap earnings will rise 20%, he says, but those forecasts are "very unrealistic." He estimates 12% earnings growth. When companies report disappointing earnings, the market almost always punishes their stocks.

Fourth, bargains in small-cap land are scant, DeSanctis says. "Every stone has been overturned." Only 10% of the stocks in the Russell 2000 sell for less than 10 times estimated earnings.

Companies in the Russell without earnings—which represented 12% of the index's market value—led the index last year, an event DeSanctis calls "awfully strange." Anytime speculative stocks lead the market, you should be concerned. Just a bit more than one-third of the firms with no profits were in health care, mainly biotechnology.

Small-cap biotech stocks have soared 72% from the start of 2013 through February 17. Many, if not most, of these companies expect to remain unprofitable for years to come, are looking for more financing and have just one or two compounds in the early stages of testing. Most such compounds never even get close to being approved for sale. and if they do get regulatory approval, the process can take years.

These biotech stocks trade at an average of 27 times revenues—that's revenues, not earnings. That's about 50% more than average. The only time they were more richly priced was just before the popping of the tech bubble in 2000.

The biotech industry may be approaching a turning point in drug development, and biotech companies are targeting major diseases, including cancer, dementia and heart disease. But as we learned during the tech meltdown, even if you invest in a company that is changing the world, you stand a good chance of losing money if you pay an insanely high price for its stock.

Hot Services Companies To Watch In Right Now

On Thursday, financial services company SunTrust Banks, Inc. (STI) was upgraded to “Buy” at Compass Point.

The firm raised its rating on STI from “Neutral” to “Buy,” and has given the company a $38 price target. This price target suggests a 12% upside from the stock’s current price of $33.26.

Analyst Kevin Barker commented: “We believe these headwinds are already priced into the stock and the bank stands to be one of the biggest beneficiaries of a pickup in CRE and residential lending.”

“In addition, we believe the company is getting very little credit for cost save initiatives and would screen as being more asset sensitive if it were to let its swap portfolio run-off.     Whether the stock is overvalued or not does not matter at this point, because an impact to its subscriber base due to the data sharing news would probably change market expectations for the company's operations and affect both earnings estimates and valuation multiples. It would probably drive the shares lower in my view, and I see no reason to risk that by holding the stock. Long-term holders, of course, have tax considerations to consider, and the news is still filing out. If Verizon's peers are also implicated clearly, perhaps with the aid of a Verizon PR push, this issue would be effectively mitigated. Though even in that case, there could be market share loss by all major American firms, with companies like T-Mobile US (TMUS) and Virgin Media (VMED) benefiting, whether they have also been involved or not. In any event, for new stakeholders, or those willing to deal with tax implications; or for those interested in a potential short opportunity, I would sell the stock today. I see no reason to bear risk while this issue and its implications are still unraveling, and while VZ has thus far not been significantly discounted for it.
